The USICT is a private, non-governmental, not-for-profit victim advocate organization, which provides criminal referrals to federal, state, and local Law Enforcement agencies.

The USICT does not engage in investigative activity for criminal complaints made by using the online complaint system.  From time to time, the USICT will act as an advocate to the victim of unsolicited email or other non-criminal related issues by submitting correspondence to the originating party on behalf of the victim.

Data collected from our online complaint system is utilized to process complaint referral advocate services for the reporting victim.  Furthermore, when you submit a complaint, certain information regarding you connection is automatically collected and stored within the database such as your domain name, originating IP Address, Browser type, operating system, referring URL, and the date and time you accessed the online complaint system regardless whether or not you file a complete complaint form or not.  The USICT also utilizes the information submitted for statistical analysis for the purpose of obtaining financial assistance from grants and or other funding sources.

The USICT does not participate in the sale or transfer of any information collected from any of our online databases to any third party unless it specifically meets the criteria outlined below.

Any information that is voluntarily submitted via our online databases is collected, utilized, and maintained by The USICT for the express purpose of referring criminal activity to one or more federal, state, and or local Law Enforcement agencies within the United States of America only.

The disclosure of information provided with the online complaint system is voluntary however failing to provide certain information may result in the complaint not being appropriately filed and referred to a Law Enforcement agency.   Incomplete submissions will still result in the retention of the information for future referral or use.   The complaint information that you submit may qualify to be submitted to one or more Law Enforcement agencies on various federal, state, or local levels.

The confidentiality of the complaint information you provide may be affected by various state laws and as such, we cannot guarantee that your complaint will remain confidential.   If you choose to file a complaint with The USICT, you do so voluntarily and acknowledge that all information provided might be disseminated to one or more enforcement agencies, which may or may not take action on the complaint that you reported. The USICT does not participate in the decision on which complaint will be investigated by any referral agency.   Therefore, The USICT cannot make any representations or guarantees either expressed or implied as to the action that may or may not be taken on any complaint filed with the online complaint system.

During the process of reporting activity with our online complaint system, you may provide us with personal and identifying information, for example your date of birth or address.   You should be aware that various people might see the information you submit and that we may share the information with Law Enforcement Agencies.

Security and Monitoring Consent

For quality assurance and security purposes, all information and network activity is monitored to identify unauthorized attempts to access the online complaint system and to alter or otherwise damage or commit criminal activity.  In an effort to ensure the security and integrity of our system, individuals that utilize our system are subject to having their activities monitored and or recorded.

Anyone that utilizes the online complaint system or our site consents to such monitoring and any unauthorized attempts to gain access to the data contained in the online complaint system are strictly and expressly prohibited and may be punishable under applicable state, and or federal law. 

Complaints submitted via our online complaint system utilize secure socket layer (SSL) encryption technology to protect the information that you submit across the Internet.   The information that you provide is secured and stored offline.

Temporary Data / Cookies / Session Data

When you utilize the online complaint system, temporary data is placed on your computer's drive or in your system's memory without your knowledge to facilitate the submission of a complaint.   This temporary data is only active while you are filing a complaint.
