About The US Internet Crime Task Force, Inc. (USICT)

The United States Internet Crime Task Force, Inc. is a 501(c)(3) Non-Profit, Government-Assist, Victim Advocate Agency. The USICT, Inc. started in 1999 just shortly after the FBI and the National White Collar Crime Center (NW3C) started the Internet Fraud Complaint Center (IFCC).

The USICT, Inc. founding fathers David Evangelista and Darin Oberhart were police officers in Radcliff, Kentucky where they worked as patrolman. The officers found that often times smaller Internet crimes were going un-prosecuted if the crimes occurred outside the investigative jurisdiction of their agency (since most Internet crimes cross state lines). The officers soon found out that these crimes did not meet the investigative profile of the FBI and the federal government was so overwhelmed with these types of crimes that they did not have the manpower to handle the deluge of complaints.

Since 1999, The USICT, Inc. started to build their Law Enforcement network. Now, The USICT, Inc. has grown to include police officers from all over the United States and Canada. We have one of the largest law enforcement networks online today.

With the advent of Internet abuse and the growing popularity of the Internet, criminals have found new ways of enticing and exploiting children. The USICT, Inc. in 2000 teamed up with The Kentucky State Senate and Mr. Robert Schlenk to form a new arm of the task force to monitor Internet chat rooms and websites for illegal and immoral activity and conduct. The USICT, Inc board of directors created the Intelligence Unit to be the central operational unit for this activity. To date, the Intelligence Unit monitors chat rooms and has those rooms closed for conduct violations when our operatives observe inappropriate activity.

The USICT, Inc. also provides victim assistance by often times sending out correspondence on behalf of the victim to assist them in either obtaining information or furthering their reporting requirements. We attend speaking engagements all over the United States to educate parents, administrators, children, The US Military, and Law Enforcement about the various dangers surrounding the Internet.

In 2003, The United States Internet Crime Task Force, Inc. was honored with concurrent resolutions in the Commonwealth of Kentucky as a government assist agency. We have provided forensic support and assistance to police agencies across the United States and helped to recover missing children and dissemination of missing children posters and work closely with agencies like The National Center For Missing and Exploited Children.

We have taken up controversial issues and teamed with other non-profit organizations to try and make a difference in legislation and corporate doctrine and policies by providing a strong public advocate voice on issues such as child pornography, soft porn, and misleading websites.

We have grown tremendously over the past few years and we continue to grow every day.
